Job description/ToR

Project Overview:

In cooperation with the GTZ component, the KfW component supports the Quang Binh Provincial People's Committee (PPC) in integrated land use planning, allocation of land and resources in and around the PNKB National Park/World Heritage site (c. 350,000 ha), phased and conditional support to households in adjacent communities, National Park management planning, and a revised performance-based law enforcement system. Elementary to the project is the proven concept of deposit accounts.

Project Activities:

  • Support to the National Park Master Planning process (including organisational review)
  • National Park infrastructure and equipment planning and procurement
  • Establishment and operation of law enforcement system
  • Afforestation and natural forest management of lease holders; land allocation
  • Support to State Forest Enterprises to comply with FSC standards
  • Support to Protection Forest Management Boards to establish joint forest protection schemes
  • Support to Buffer Zone Investment Planning
  • Support to the Provincial Project Management Unit (PPMU) in financial management, controlling, and procurement
  • Design and establishment of rural infrastructure measures (irrigation schemes, small scale eco tourism facilities)
Specific Duties
  • Internal Project Management:
    • technical tender documents, financing contracts, technical proposals.
    • logistics and procurement.
    • project organisation and office management.
    • internal project management systems, Manual of Procedures.
    • project staff recruitment and management, timesheets, expense authorisation.
    • ToR and supervision of short-term experts.
    • operate bank account(s), cash account, financial forecasts.
  • External Project Management:
    • project management, financial management and audit procedures.
    • feasibility assessment, procurement, TOR design, and contract management for goods, works and services.
    • assist the PPC's Provincial Project Management Unit (PPMU) in administrative and financial management.
    • support contract management of contracted NGOs.
    • assist design and supervise procedures of monitoring and evaluation.
    • prepare end-of-project exit strategy.
    • serve as secretariat to the PPC's Project Steering Committe(PSC).
    • organise and manage the project's Mid-term Review (MTR).
    • strategic and operational management planning; monitoring and evaluation (M&E).
    • in consultation with project authority and financing agencies, modify workplans if necessary at inception.
  • Contract Management:
    • assure positive working relations among PPMU, GTZ, KfW, sub-contractor, and project team members.
    • introduction team members to project and their specific tasks.
    • documentation of particular difficulties or events with briefing of the project director.
    • iaison with PPMU and GTZ to agree on lines of communication, split of roles and responsibilities, planning and reporting mechanisms.
    • preparation of supporting documents for invoices (if necessary).
    • compilation of all contractual reports according to the TOR and client's request.
    • preparation of Overall and Annual Workplans.
    • monitor and report project progress, delays and corrective actions.
  • Technical Tasks:
    • conceptual guidance on protected area, land use and forest management planning.
    • conceptual guidance on master planning joint forest and resource management schemes.
    • conceptual guidance on Participative Land-Use Planning (PLUP).
    • design of awareness, education and training programmes.
    • law enforcement activities.
    • guidance and facilitation of stakeholder consultation and planning processes.
Supervisory Responsibilities
  • All TA team members (consultants and support staff).
